iPod 4g in Recovery Mode

Hello there. I am trying to fix my brother's iPod 4th generation. He was using it one day, and then it froze up and displayed the "White Screen of Death" and then shut off. He can not start it back up.

I plugged it into his computer and into iTunes, pressed and held the power and home buttons for 10 seconds, released the power button and continued to hold the home button for 5-10 seconds more. Immediately, iTunes recognized that the iPod is in recovery mode.

I tried to "Recover" it in iTunes, which took a while to download, and then ended up with the 1600 error: "The iPod "iPod" could not be restored. An unknown error occurred (1600)". I have also tried to enter DFU mode using iREB, and it says it is successful and has entered DFU mode "black screen". I retry recovering it on iTunes and it fails again. (Note: I did use SHIFT+Restore to select the Version 6.1.3 .ipsw file). I've also tried just clicking Restore...many times.

A few people have made suggestions about changing the iTunes "address" host file (C:Windows\System32\drivers\etc\host), but there is no iTunes entry in the host file.

After a little more researching, I heard that TinyUmbrella can fix the restoration errors. I have no experience here, so I may be doing something wrong. With everything I've tried, I keep getting the 1600 error.
