toshiba laptop won't boot correctly

Was this a fresh install in which the hard drive was completely wiped beforehand?

If so, you'll need to go to the manufacture's website and download and install the drivers related to your PC. This includes the WiFi and graphics drivers etc.

I defraged the hard drive and installed it. It seams that maybe it inatalled under the 32bit rather than the 64bit. I cant access the internet it says i dont have a driver. The screen looks like its on safe mode but its not. How can i wipe it clean just like it came out of the box. I dont have the original paperwork or cd as i bought this from my cousin 2 years ago. Its a toshiba pscoyu-00h002. Satellite c655d-s5133

You're going to want to create a bootable Windows disk and re-install windows.

Is the Windows product key listed on the laptop somewhere? It's usually on a sticker attached to the bottom.
 
It looks like it's in Safe Mode because you're probably missing your display adapter driver as well. Your OEM should provide a 32 bit driver, but if you continue to run 32 bit, you'll see a bit of a drop in performance compared to 64 bit, and the OS won't address more than 4 GB of RAM, max.

If you want a "out of the box" restoration, you need the recovery disc(s) from the manufacturer.
