The forbidden message could refer to a link that is inside a site that requires user account. Back in the old days, you could access links to Universities, Government Agencies etc posted on the internet but nowadays, you need to go to the main page and then ask for permission from the webmaster or the account that the link is set, no longer exists.

Also, some of the older links used scripting that is no longer accepted by most browsers including Google Chrome, that could be the reason.

The .net suffix is not for general use, more for schools, universities, etc. .org is more inclined for organisations like charities.

Perhaps you could add one of the links you are trying to access?

If the link is to your account at a University then you need to go to the University Home page and Log In, you can't use a link within the University even if it is to a page that you own, without logging in first.

If you are a past student (no longer a student at that University) usually they allow up to 6 months access however, some Universities have reduced the access period to 6 weeks past the expiration of the student pass and then some have reduced the time to 6 days whereas more strict and private universites (including schools) have restricted access only to current students, the moment your fees expire, so does your account.
