laptop battery issues

Please help! I have a 1 1/2 yr Dell laptop that I use heavily throughout the day (replaces desktop). Windows 7, Core i7. Initial battery started going dead, so I purchased new one, and noticed the day after I purchased and charged that it had only charged to 93%--never 100%. It nearly always reads "plugged in, not charging," but usually if I start moving it from outlet to outlet it will charge for a little while until it goes psycho again. At first, after "google" research, I thought I had a motherboard issue, and actually went out and bought a Mac. Perhaps not, though--does anyone have any ideas why my battery (brand spanking new) would only charge off and on? Any way to fix this?

I found this "solution"...does anyone see this as a possibility, or would following these instructions do more harm than good?

That so called solution wont work, but you can try it if you wish....

Lets start from the beginning...

Dell laptops are VERY particular about WHICH battery you put in ...(see my sig)

Let me guess.... you put in a CHEAP Chinese COPY battery ...yes ???

Actually I put in a $52 battery--didn't seem so cheap to me! Maybe I'm wrong, though? There were 2 on the Dell website recommended for my model computer; one physically didn't look like it would fit despite the recommendations, so I went with the other.

Bunch of info is scattered on this website, don't know if it was this exact link I am not planning on rereading everything again. (also gathered information on batteries and laptops on other sites around same time I read this one, which had majority of the information is the one in the link)

There are two other things which come to mind. The laptop itself may not be designed to fully charge the battery, sounds strange but some don't due to helping to prolong the overall product life of the battery. And that you may need to discharge the battery once so it can calibrate's it and starts to display the proper battery life, that one I think I read on the website linked and on several other websites. Though don't get into the habit of fully discharging lithium based batteries it's not good for it (more in the link on care describes it, it's a good read).
