Would a laptop or ultrabook priced between £350 to £450 be able to run Adobe Illustrator and Photoshop version CS3 at the same time. And would having deadicated graphics chip help with the running of the software.

Would any of the following be suitable.

Lenovo Ideapad U410 14-inch Ultrabook

or

Acer Aspire V3-571G Core i3

Yes, both can run at the same time on either of your choices. Of course, both apps tend to use a lot of resources so your performance can be impacted greatly depending on the work you are doing at a given time.

Yes, having a dedicated GPU can help by providing off-loading of some functions from the CPU to the GPU (rendering, for example). See this link for more info:

Keep in mind, you are using an older version of Photoshop so your ability to use a newer GPU to accelerate the program may not be available. To take full advantage of modern hardware capabilities, you should consider updating your apps.

Good luck! BTW, of these 2 and your stated uses, I would go with the Lenovo (stronger CPU, better quality brand than Acer).

Good point on the display size. An external display would help greatly, on occasion, especially running both apps simultaneously.

And a good point on the old software versions! I thought about that, but that alone will exceed the budget. :)
